This book, by a noted U.S. Health Economist, is written to appeal to a broad audience, with the intention of helping the readers reach their own conclusions, by providing them with a firmer command of the facts and a clearer understanding of the relationships among health, economics and social choice.

The approach of the book has been to explore the relationships between health and such socioeconomic factors as income, education and life style and to examine in detail the principal elements of medical care: the physician, the hospital, and drugs.

For those of us who make it our business of monitoring media reports on healthcare, the recent headlines suggest an intensely painful, future operating environment. Consider the following: "Layoffs possible as hospitals look for ways to cut deficits," "Radical remedy urged for ailing health system," "More beds may close, minister warns," "Debt forces hospital layoffs," and finally, as if any reminder was needed, "Hospital managers'  jobs are on the line."

Over 60 people attended the one-day conference, “Trade-offs in Health Care: The Ethical Implications” held in Toronto on October 30. Participants came from as far as Vancouver, Edmonton and Brandon, underlining the interest this topic generates across the country.

The conference, co-sponsored by the College and Sunnybrook Health Science Centre, examined issues involved in making decisions that may result in trade-offs at the clinical level.

Mrs. Margaret Henning and Anne Jardim, both of whom earned their doctoral degrees from Harvard Business School and who founded the Graduate Program in Management for women at Simmons College in 1973, are the co-authors of this book written with the aim of creating an understanding of the critical differences in beliefs, assumptions, behavioral style, and means of responding to management situations that men and women exhibit daily.

Winnipeg
The Manitoba Chapter, with the support of Integ Management and Support Services, held its Annual Dinner on April 10 during the Manitoba Health Organization’s Conference. More than 130 members and their guests attended and heard an up-date on College activities and programs from Provincial Director Garry Mattin and Treasurer Dieter Kuntz, and a stimulating presentation by Dr. Connie Curran.

More often than one might care to admit the discussion in the corridors at conferences, seminars and conventions focuses on a position vacancy, "whatever happened to Bill?" or the imminent departure of yet another prominent health service executive.

Evaluations from the College's Winnipeg Workshop ranked it as an excellent continuing education   work­ shop. One participant said: "No question in my mind - it's hard to conceive a program that is better given or better delivered than this one."

Forty-eight health executives from Manitoba and Saskatchewan attended the workshop on September 30 and October 1 at the Northstar Inn in Winnipeg.

To meet its mission, the College has developed a series of professional competencies and is offering its members a full line of products and services to enhance their knowledge management of and administration in the Canadian health system.

Study Circles are small group, participant-led programs which examine a health administration topic over the course of six to eight meetings. Each meeting lasts between two and three hours. The content for the meetings come from a variety of readings outlined in a Study Guide provided to each member of the circle. Each selection is read by a single member, who prepares a report for the rest of the group. Discussion focuses on the practical application of the material covered.

“Achieving the professional designation of Certified Health Executive (CHE) is certainly a personal and professional accomplishment — and now it will be easier to distinguish those members who are holder of this “mark of distinction,” says David Richardson, CHE, and Chairman of the Professional Services Committee.

Mr. Richardson is referring to the new CHE pin which will be distributed to existing CHEs later this year and to those new CHEs who will be honored at the National Conference Convocation in June. He estimates that the pin will be given to approximately 1000 CHEs.

At the Toronto area dinner held October 13, an organizing committee was established to develop a proposal for the formation of a Toronto Chapter of the College. Members of the committee include David Shedden, Sunnybrook Medical Centre, as Chairman; Joyce Perrin, Queen Elizabeth Hospital; Claude Halpin, Ministry of Health; Sister Margaret Myatt, St. Joseph’s Hospital; and Murray MacKenzie, Mt. Sinai Hospital.

The formation of local chapters of the College has been gaining momentum. The chapter in southern Alberta has recently developed and is centered in Calgary. The chapter is chaired by Claude Halpin of the Calgary auxiliary Hospitals and Nursing Homes. The members have already organized a successful educational program and are planning spring programs on such topics as management in the 80’s and managerial public relations.

The first national conference and exhibition on “Health Care Facility Planning and Design: Bricks and Mortar in the ‘90s” was a success say organizers. Registration exceeded expectations with an attendance of over 300 people. The event was held in Ottawa from October 20 to 22.

The annual Banff program for senior health administrators was attended by 33 executives from 6 provinces and the Northwest Territories. The program was an intensive three-week course held February 4-24th at the Banff Center for Continuing Education.

The College’s newest service for corporate members, the Health Product Review Service HPRS™, is now in operation. The purpose of the new program is to help refine products and services offered to the health services sector.

Drawing on the 30-year experience of the Hospital Research and Development Institute (HRDI) of Pensacola, Florida, the College has created HPRS™ as a “think tank” of active health service executives who offer time and insight to HPRS™ clients. The clients are drawn from the College’s corporate membership of companies, providing goods and services to the health service industry.

The workshop, Computers in Health Care, August 9-12, at Brundenell Resort, P.E.I. was one of great value, timely and well planned. To the participants now working with computers, it’s given them, in retrospect, an evaluation of their own approach, planning and implementation of their systems. For many of them it will serve to plan future expansion. To those seeking direction, the workshop will have initiated clarity to the computer world and assist in the planning and implementation of a system, beneficial to their health centre.

This workshop could accept only a maximum of 40 applicants. The novel format of a 4 morning workshop set in a holiday resort proved very popular. The schedule provided ample opportunities for informal discussion with both faculty and College staff. For those unable to attend, it is anticipated that such workshops will be offered annually in the future.

L’atelier « L’informatique au service de la santé », qui a eu lieu les 9, 10, 11 et 12 août derniers au Centre de villégiature Brudenell sur l’Île-du-Prince-Édouard, s’est avéré très utile, opportun et bien organisé. Il a permis aux participants qui œuvrent déjà en informatique d’évaluer rétrospectivement leur approche et la planification et la mise en place de leurs systèmes. L’atelier aidera bon nombre d’entre eux à préparer leurs projets d’expansion. Pour les participants en quête d’une certaine orientation, il aura été une introduction claire au monde de l’informatique qui les aidera à planifier et à mettre en œuvre un système bénéfique pour leurs établissements.

On n’a pu accepter que quarante personnes pour cet atelier. La formule originale, prévoyant quatre séances en matinée dans un lieu de villégiature, s’est avérée très populaire. Les participants ont ainsi eu de nombreuses occasions de discuter de façon informelle à la fois avec les animateurs et avec le personnel du Collège. Les personnes qui n’ont pas pu assister à cet atelier seront heureuses d’apprendre que l’on entend offrir ce genre de rencontres annuellement à l’avenir.
